I actually made this back in late April, but might as well post it now. Tiers are ordered from Left to Right. Anyone in B tier or above is capable of Top 8ing a national solo (and a few in B tier have already done it IE Toon Link, Peach, etc.) That being said, someone on the left side of B tier will have an easier time in doing it then say someone on the right. There's just a lot of really good characters in this game.
